The proper use of a Community Improvement District (CID) should promote, stimulate and develop the general welfare of and quality of life for the public. A Project should provide public benefit such as strengthening economic development and employment opportunities; enhancing tourism; upgrading older real estate through redevelopment or rehabilitation; or promoting sustainability.
An applicant will request CID financing to fund Projects eligible under K.S.A. 12-6a26 et seq. (the Act). The authority and decision to approve the request is within the sole discretion of the Governing Body. The Harper County Board of Commissioners has established a finance team to review and make recommendations for each application.

The process isn’t a banking process – it’s not a loan that needs to be repaid nor has it ever been, but it is taxpayer dollars for which we need supporting documentation, money which must be distributed and accounted for by State standards. Applicants will never receive 100% of what is requested as there are eligible expenses to be determined, and applicants must have some ‘skin in the game,’ meaning that they are required to be paying for some of the expenses through other means. It is also a pay-as-you-go process, so that approved projects must be paid for and then will be reimbursed through the CID Fund. The Fund cannot be used for inventory, equipment or other things that might be moved out of the area, and definitely centers around eligible improvements that will be in place regardless of the business that is at the location at any given time.
The Finance Committee utilizes the guidance of our CID Attorney when necessary.
**Legislative Changes in July 2016 require each Kansas County Treasurer’s Office to withhold payments to individuals or business entities that owe any type of taxes (real estate or personal property). This law includes payments approved and subsequently initiated for CID Reimbursement.
